The settlement of Campbell was founded in 1927, on the east side of Thessaloniki, in order to house Jewish fire victims of the 1917 fire. Approximately 210 needy families (788 people) settled in this settlement and it had shops, a school, a pharmacy and a synagogue housed in a brick chamber with a concrete convex roof. On the night of June 29, 1931, members of the nationalist organization “National Union of Greece” raided and set fire to the settlement, killing Leonidas Papas and Leon Vidal and injuring many others. The day after the catastrophe, which was the culmination of interwar disputes between natives and refugees, Christians and Jews, the Jews who were on fire for second time were temporarily housed elsewhere. Because after the arson the Jews were not in the mood to stay in this settlement, an agreement was reached between the Israeli Community and the General Administration of Macedonia, in August 1931, for the acquisition of the settlement by the Greek State. Ιn 1939 the area was permanently transferred to the ownership of the Greek state. Refugees settled in the now new “Admiral Votsis” settlement.
On February 2, 2020, the unveiling of a Memorial Column of the Jewish Settlement Campbell took place, at the junction of E. Antistaseos and Aristeidou Streets in the settlement of Votsis. Also, on the facade of the indoor gym of the General Directorate of Sports on Aristeidou Street, the unveiling of an information sign was performed in the same place as the Synagogue of that time.

Ο συνοικισμός Κάμπελ ιδρύθηκε το 1927, στην ανατολική πλευρά της Θεσσαλονίκης, με σκοπό να στεγάσει Εβραίους πυροπαθείς της πυρκαγιάς του 1917. Σ’ αυτόν εγκαταστάθηκαν περίπου 210 άπορες οικογένειες (788 άτομα) και διέθετε καταστήματα, σχολείο, φαρμακείο και συναγωγή στεγασμένη σε πλίθινο θάλαμο με τσιμεντένια κυρτή στέγη. Τη νύχτα της 29ης Ιουνίου 1931, μέλη της εθνικιστικής οργάνωσης «Εθνική ΄Ενωσις Η Ελλάς» επέδραμαν και πυρπόλησαν τον συνοικισμό, δολοφονώντας τους Λεωνίδα Παπά και Λεόν Βιδάλ και τραυματίζοντας πολλούς άλλους. Την επομένη της καταστροφής, που αποτέλεσε την κορύφωση των μεσοπολεμικών προστριβών μεταξύ γηγενών-προσφύγων, Χριστιανών-Εβραίων, οι για δεύτερη φορά πυροπαθείς Εβραίοι στεγάστηκαν προσωρινά αλλού. Επειδή μετά τον εμπρησμό οι Εβραίοι δεν είχαν διάθεση να παραμείνουν σ’ αυτόν τον συνοικισμό, έγινε συμφωνία της Ισραηλιτικής Κοινότητας με τη Γενική Διοίκηση Μακεδονίας, τον Αύγουστο του 1931, για την εξαγορά του συνοικισμού από το ελληνικό δημόσιο. Το 1939 η περιοχή πέρασε οριστικά στην κυριότητα του ελληνικού δημοσίου. Στον νέο πλέον συνοικισμό «Ναυάρχου Βότση» εγκαταστάθηκαν πρόσφυγες.
Στις 2 Φεβρουαρίου 2020 πραγματοποιήθηκαν τα αποκαλυπτήρια Στήλης Μνήμης του Εβραϊκού Συνοικισμού Κάμπελ, στη συμβολή των οδών Ε. Αντιστάσεως και Αριστείδου στον συνοικισμό Βότση. Επίσης, στην πρόσοψη του κλειστού γυμναστηρίου της ΓΓ Αθλητισμού στην οδό Αριστείδου, έγιναν τα αποκαλυπτήρια ενημερωτικής πινακίδας, στην ίδια θέση με τη συναγωγή εκείνης της εποχής.
